Capacity is the ability of people, organisations and society as a whole to manage their affairs successfully (OECD). The development of efficient administrations with proper structures, human resources and management skills are crucial to success.
Experts of the AAPC have assisted public authorities and organisations to develop their national, regional and local administrations as well as to adopt and implement legislation according to EU requirements both during the Lithuania’s and other countries’ accession to the EU and after the accession. The institutional and technical capacities are strengthened through trainings and technical assistance in order to not only effectively transpose and implement the EU environmental acquis, but also to successfully plan environmental investments.
